Shared Lay Members Panel
The Health Professional Councils Authority (HPCA) is inviting applications from suitably qualified and experienced people interested in appointment by the Minister for Health to a Lay Members Panel.
Lay members can be appointed by a health professional council to sit as a member of the NSW Civil and Administrative Tribunal, Professional Standards Committees and other regulatory hearings, committees and panels that regulate health professionals in NSW.

Am I eligible to apply?
A lay member must:
- be able to bring to their regulatory work a broad perspective that represents the views and standards of the NSW community
- possess qualifications and/or experience rendering them suitable for appointment
- be resident in NSW.
Legal practitioners who have a current practising certificate in Australia or overseas or who at any time has held a practising certificate in Australia or overseas, are ineligible to be considered for appointment as a lay member.

How long is the term of appointment and when does it begin?
- Lay members are appointed for a term of up to four years.
- The terms will commence on 1 July 2025.
How do I apply?
Please email the following documents to hpca-ps-appointments@health.nsw.gov.au by 5pm Friday 24 January 2025:
- expression of interest form, including the name and contact details of two referees
- a covering letter or brief statement addressing each of the selection criteria (no more than three pages)
- an up-to-date curriculum vitae (no more than five pages)
Your application cannot be considered if you do not include the above three documents.
Selection criteria
Applications must address each of the following selection criteria:
- High level of expertise or experience in one or more of the following areas: regulation, community engagement/representation, consumer rights, governance, ethics and research.
- The capacity to actively participate as a panel member in the regulation of registered health practitioners to protect the public including demonstrating integrity, independence, impartiality, fairness, good judgement and, cultural and social awareness.
- High level of oral, written, and interpersonal communication skills.
- Demonstrated experience or capacity to work collaboratively and productively in a team.
- Capacity and ability to undertake regulatory hearings.
- Demonstrated experience in decision-making is preferred but not required.
Referee reports
Please include the name and contact details of two referees. Your referees should be able to discuss your skills, qualifications and fit with responsibilities of a lay member involved in regulatory hearings, committees and panels.
